We've just received the book "Guide to Publishing Opportunities for Librarians" in the Library.
author - Carol f. Schroeder & Gloria G. Robertson. It lists American library journals and their requirements. While a little out of date (1995) it could be a useful starting point for checking further details on web. ISBN 560243481
